Preheat your oven to 160 degrees C (140 degrees C fan-forced).

Season the lamb shanks generously all over with salt and cracked black pepper.

Heat the olive oil in a large Dutch oven over medium-high heat.

Brown the shanks in batches for 3 to 4 minutes per side until deeply caramelised, then set aside on a plate.

Add the diced onion, carrots, and celery to the pot and cook for 5 minutes until soft.

Stir in the garlic and plain flour, cooking for 1 minute until lightly toasted.

Add the tomato paste and red wine, scraping up the browned bits from the bottom of the pot.

Pour in the stock, then return the lamb shanks and their resting juices to the pot.

Tuck the rosemary sprigs and bay leaves into the liquid around the shanks.

Cover with a tight-fitting lid and place in the preheated oven.
