Mix the masa harina, achiote oil, and warm water together. Stir until a smooth, soft dough forms.

Cover the dough and let it rest for 15 minutes.

Saute the onion with cooked ground beef or chicken. Season to taste and stir in raisins if using.

Divide the dough into small balls. Flatten each ball into a thin round.

Spoon filling into the center of each round. Fold the dough over and press the edges firmly to seal.

Heat oil in a deep pan to 350°F on the stovetop.

Fry the empanadas in batches. Cook until golden brown, about 3-4 minutes per side.
