Bring water to a full boil in a kettle. Add the black tea leaves.

Simmer for 3โ4 minutes until the tea turns dark. Strain the tea into cups.

For the tea cakes, mix rice flour with jaggery (unrefined cane sugar) dissolved in water. Stir to form a thick batter.

Let the batter rest for 10 minutes.

Heat a griddle with a little oil. Spoon small portions of batter onto it.

Flatten gently with the back of a spoon. Cook until the bottom turns golden.
