Instructions

Heat ghee (clarified butter) in a heavy pot. Add the cardamom, cinnamon and bay leaf.

Add the mutton pieces. Fry them lightly on medium heat for a few minutes.

Pour in the milk. Add just enough water to cover the mutton.

Add the fennel powder, dry ginger powder and salt.

Bring the liquid to a gentle boil. Turn the heat down to a low simmer.

Cover and cook for 45-50 minutes, stirring occasionally. Stop when the mutton is tender and the gravy is thick and pale creamy.

Simmer uncovered for a few more minutes if the gravy needs to thicken further.

Serve hot with rice.
