Open the clams over a bowl to catch their liquid. Chop the clam meat and pour the liquid through cheesecloth.

Place the diced salt pork in a stockpot over medium heat. Cook until crisp, about 6 minutes.

Add the onion to the pot. Cook until it softens, about 5 minutes.

Add the potatoes, saved clam liquid, water, bay leaf, and pepper.

Simmer gently on the stovetop until the potatoes are tender, about 20 minutes.
