Simmer the beef in a large pot of water for about 1 hour to make a broth. Skim off foam as needed.

Remove the beef, shred the meat, and set it aside. Strain and save the broth.

Pour the broth back into the pot and add potatoes. Simmer for 10 minutes.

In a separate skillet, saute the onion, carrot, and beets until softened. Stir in the tomato paste.

Add the sauteed vegetables, cabbage, and garlic to the broth.
