Rub the shortening into the flour and salt until you get pea-sized crumbs. Mix in cold water until a dough forms.

Divide the dough into 6 balls. Wrap them and chill in the fridge for 30 minutes.

Mix the beef, potato, carrot, onion, salt, and pepper together in a bowl.

Roll each dough ball out flat into an 8-inch circle.

Pile filling onto one half of each circle. Fold the dough over the filling to make a half-moon shape.
