Whisk gram flour, rice flour, turmeric, chilli powder, carom seeds, salt, and water together. Mix into a smooth, medium-thick batter.

Heat oil in a kadhai (deep curved pan) over medium heat.

Dip each leaf into the batter. Coat both sides evenly.

Slide the coated leaves gently into the hot oil.
