Soak the bulgur in warm water for 15 minutes. Drain it well and squeeze out any extra water.

Pulse half the ground beef, half the onion, cinnamon, allspice, and salt in a food processor until smooth.

Mix this meat paste with the soaked bulgur to make the outer shell mixture.

In a skillet, brown the rest of the ground beef and onion with cumin and a little salt.

Stir the pine nuts into the warm cooked filling.

Press half the bulgur-meat mix into an oiled baking dish. Spread the filling on top, then cover with the rest of the mix.

Cut shallow diamond lines across the top with a knife. Drizzle olive oil over it.

Bake at 375Β°F for 30 to 35 minutes until browned. Let it rest for 10 minutes, then slice along the cut lines.

Soak the bulgur until tender but not mushy, and chill the meat mixture before shaping so it holds together. Cut the diamond pattern before baking so the pieces slice neatly later.
