Mix raw mutton with curd, ginger-garlic paste, red chilli powder, half the fried onions, mint-coriander, green chillies, lemon juice and salt. Rest 4 hours or overnight.

Boil water with whole garam masala (warm spice blend) and salt. Partially cook the soaked rice until 70% done, then drain.

Spread the raw marinated mutton evenly across the base of a heavy handi (deep cooking pot).

Spread the partially cooked rice in an even layer over the mutton.

Scatter remaining fried onions, mint-coriander and saffron milk on top. Drizzle over the ghee (clarified butter).

Cover the handi tightly with a lid. Seal the edges with wheat flour dough to trap the steam completely.

Cook on high heat for 5 minutes. Lower the heat as much as possible and cook undisturbed for 45-50 minutes.

Leave to rest for 10 minutes. Break the seal, mix gently from bottom to top, and serve hot.
Chef's tips
Because the raw mutton cooks beneath the rice, long marinating and a tight seal are essential to make it tender. A heavy-bottomed pan prevents burning during the long, slow cook.
