Knead the flour with 2 tbsp oil and water into a stiff dough. Let it rest for 20 minutes.

Grind the soaked urad dal into a rough paste. Mix with fennel, asafoetida and salt for the filling.

Divide the dough into balls and stuff each with filling. Seal tightly, then flatten gently.

Deep-fry the kachoris on medium heat until golden and crisp. Drain them on paper towels.

For the sabzi (curry), heat ghee (clarified butter) and sizzle the cumin. Add tomato puree and spices, cooking until oil separates.
